What is a clearway?

    Clearways improve the flow of traffic by enabling another lane of traffic to operate during peak hours. 

    Clearways do this by restricting on-street parking and may apply all the time or for designated times only. 

    What is the aim of a clearway?

    A clearway aims to:

    • reduce travel times and congestion 

    • ensure safe and efficient travel 

    • efficiently manage road traffic.

    Why is the clearway being extended?

    Musgrave Road – Waterworks Road from Red Hill to The Gap is a major arterial route that is becoming increasingly slow, unsafe and congested due to parked vehicles blocking the kerb lane during peak traffic periods. Each week, nearly 130,000 vehicles travel this corridor between 5am and 7pm during the week, and more than 39,000 over the weekend.

    Traffic congestion causes delays for motorists, public transport users and cyclists, as well as increased pollution and safety hazards for road users.  

    The clearway locations and operating times on this road were established more than 15 years ago. Since that time, Brisbane’s population and traffic demand have grown substantially. Therefore, it is important we review the current clearway operating times to support the needs of our growing community.

    Based on community feedback we have found the existing No Stopping/Clearway operating times on the Musgrave Road – Waterworks Road corridor is no longer sufficient to accommodate current traffic demand. This leads to extended delays on weekday peak traffic periods, as well as on Saturday and Sundays. 

    As a result, to improve traffic flow and more efficiently use road space, Council is taking action to reduce congestion and improve the flow of traffic by reviewing the clearway operating times along Musgrave Road – Waterworks Road. This includes assessing potential extensions to weekday peak-hour clearway times and the introduction of clearway operations on weekends.

    This will help reduce travel times, improve safety, support our growing population and ease congestion during high traffic demand times.

    Extending clearway operating times along this busy arterial road will help to ease congestion, reduce the risk of traffic incidents and improve road safety by removing potential hazards and restricting parking during peak traffic hours. 

    Council is committed to delivering a safe and efficient transport network that supports Brisbane’s growing population. Through the Brisbane Clearway Action Plan – Keeping Brisbane Moving initiative, Council is proactively managing traffic issues by reviewing some of Brisbane’s busiest corridors where clearway adjustments could help ease congestion, improve traffic flow, and enhance safety for all road users.
