Consultation on the Brighton Foreshore Parklands draft concept plan has now closed. Thank you to everyone who has provided feedback.

Brisbane City Council is continuing to work with the community to develop a concept plan for the Brighton Foreshore Parklands.

The parkland area that Council considered for potential improvements included the land between the high tide water mark, generally designated by the seawall, and the Flinders Parade roadway.

The four-page draft concept plan highlighted proposed future upgrades and features.

The proposals and ideas presented aimed to:

  • improve its recreational potential for residents and visitors
  • provide opportunities for people to continue to enjoy this beautiful scenic location whilst retaining its relaxed laid-back character.
  • protect the heritage value of the foreshore
  • improve resilience
  • meet the diverse needs of the community

The draft concept plan was shaped from input and ideas received from the community in early 2023 and to meet the key objectives of Community, Environment and Resilience within the constraints of the site.

    Preparation of the Brighton Foreshore Parklands draft concept plan was shaped from input and ideas received from the community in early 2023 along with technical investigations and considerations of site constraints. The draft plan proposes ideas to enhance the foreshore area without changing the relaxed and laid-back feel along this beautiful section of Brisbane's shoreline.

    The draft concept plan covers the area from 9th Avenue to 19 Avenue and is underpinned by 3 main objectives; Community, Environment and Resilience.

    Key proposals presented in the draft concept plan include:

    • new kerbside pathway
    • new low seating wall
    • installing coastal protection features
    • improving access to the tidal flats
    • increasing shade and seating
    • 4 ideas to widen the promenade pathway between 15th and 18th Avenue

    Page one of the draft concept plan details an overarching vision and key objectives that underpin the proposals set out in the draft concept plan.

    Key objectives:

    • Community - Maximise opportunity for recreation and relaxation
    • Environment - Increase the habitat values and scenic amenity of the foreshore parklands
    • Resilience - Reduce the risk of sea levels, storm surge and king tides affection the parkland and surrounding streets



    The Brighton Foreshore Parklands draft concept plan encompasses the area from Brighton Park to 9th Avenue and includes:

    • Decker Park
    • Brighton Health Campus
    • Sandgate Foreshores Park



  • 9th Avenue to 13th Avenue

    Page two of the draft concept plan focuses on the area between 9th Avenue and 14th Avenue.

    Key proposals include:

    • More shade trees
    • New picnic shelters
    • Upgrade existing stairs to access tidal flats
    • New low seating wall
    • New seawall kerb
    • New accessible ramp from car park to the park and tidal flats
    • Replace narrow grassed areas with native planting

    Key proposals for the 12th Avenue recreation area include:

    • a drop off bay for non-motorised watercraft
    • accessible ramp for visitors and the launching of non-motorised watercraft
    • accessible parking and pathways
    • picnic shelters with pergolas

    Key proposals for the 19th Avenue recreation area include:

    • accessible parking and pathways
    • barbecues
    • picnic shelters and pergolas
    • new trees and seats
    • a dedicated space for mobile food/coffee vendors

    Page four of the draft concept plan presents four ideas to widen the pathway between 15th Avenue and 18th Avenue.

    The ideas presented will all be quite challenging and costly to deliver. The high and very high change ideas include reclaiming some of the tidal flat to create a new sea wall, which will create additional costs and challenges.

    Prior to Council undertaking a more detailed feasibility study, we would like to hear from the community on which of the four ideas they think Council should investigate further.
